For long, I was intrigued by this derelict locomotive lying in the Indira Gandhi Musical Fountain Park opposite the Jawahar Lal Nehru Planetarium. I would have a fleeting glance of it while passing the gate. I had once seen it from up close and did not see any markings on it. Truly, it was a mystery locomotive. A few years back I went to the park to do a detailed documentation of the locomotive. The more I looked at it, the prettier it seemed. The first thing that one usually does when confronted with locomotives that don't bear any markings,…

Today KCDC has around 300 vermi-composting pits. Pic: Nikita Malusare I had ended my first blog on garbage (you can read this blog here) with the observation that the Karnataka Compost Development Corporation was not making a great deal of money from the business of producing compost from city garbage, even though we had a long waiting list of satisfied customers and no marketing problem on our hand. We had two problems with compost production. The first was that in a city that produced plenty of garbage - it was estimated to be around 1,000 tons per day then and…

In 1997, while I was enjoying myself grappling with the policy challenges of the power sector, I was abruptly told that I must hand over my charge to an appointed successor – I was the Additional Secretary in the Energy Department, Karnataka – and take command of a tottering public sector undertaking, the Karnataka Agro Industries Corporation, as its Chairperson and Managing Director. I was aghast; but there was no going against the appointment. The Karnataka Agro Industries Corporation, a once proud institution that owed its prominence to the fact that it was a near monopoly provider of fertilizer retailing…

In the first part of this series, I explained about the history of Whitefield area in Bengaluru that resulted in khata confusions. In the second part, I answered many questions related to khata, in addition to explaining why khata is not a proof of ownership. In Part I, I explained the history of property-related confusion in Whitefield area in Bengaluru, and why Khata confusions arise. Here are some more questions answered on Khata: What is Khata? The term ‘Khata’ literally means an account. This term has a long history. Kingdoms levied land revenue on citizens to raise the bulk of their resources. For this purpose, they developed systems for measuring of land and appointed collectors to estimate and collect the taxes. Each land owner was assigned a ‘Khata’ in the records of the tax collectors, in which details of the estimated tax payable and the…

Checking the zonal map of Whitefield area can help finding out some violations. Courtesy: clearvalue.in To understand why some of the confusions arise and why getting Khata is not easy sometimes, knowing the background is important. Here is some backround to the whole issue. Till the late nineties, if I remember correctly, Whitefield was a Gram Panchayat. The administration of Gram Panchayats is governed by the Karnataka Panchayat Raj Act 1993. Under this Act, the Panchayats are also empowered to collect property taxes. For this purpose, Whitefield Gram Panchayat used to maintain Khata registers. Older residents of Whitefield have copies…

Lok Sabha elections are nearing. People are waking up to see what has been done from the funds the Member of Parliament gets. For those interested, here is a little bit of history. The Government of India put in place the Members of Parliament Local Area Development Scheme (MPLADS) since 23-12-1993, (barely two weeks following the passing of the Seventy third and seventy fourth amendments on 6 December 1993), enabling MPs to identify small works of capital nature with emphasis on creation of durable community assets based on locally felt needs in their constituencies. The initial allocation of Rs. 5…

After a recent discussion on TV, I got the feeling that people hardly know what corruption is and generally share a feeling of despondency and lack of hope about reducing or eliminating it. However, corruption is a systemic failure like many others and can be and has been cured in many countries, and within countries, in many sectors. Over the last four years, anticorruption has been a significant part of my consultancy portfolio. Starting from my experience in ipaidabribe.com, a site that began to crowd-source corruption-related experiences of citizens, I have since worked in several countries and authored reports on…
